We are seeking a Senior Project Lead - Target Operating Model (TOM) for a leading Dutch e-commerce platform with millions of active customers to join a strategic, cross-functional program within the Financial Operations & Licensing domain.

The Senior Project Manager - Target Operating Model will be responsible for coordinating, designing, and overseeing the implementation of the organisation's Target Operating Model. You will sit within the central program office and take ownership of several cross-functional topics that impact multiple business areas.
Your mission: ensure alignment, consistency, and practicality in how the future operating model is designed and implemented - driving operational readiness and cultural adoption across teams.
Key Responsibilities
Lead and coordinate design efforts for cross-cutting TOM topics, including:
- Interaction model and organisational design
- Roles and responsibilities
- Recruitment and training frameworks
- Internal, external, and intra-group reporting
- Facilitate workshops and discussions to align stakeholders and resolve open questions
- Collaborate with internal experts and workstream leads to document decisions and ensure consistency
- Identify and manage interdependencies between workstreams
- Prepare materials for validation and decision-making by leadership
- Translate design decisions into actionable implementation plans
- Oversee end-to-end development cycles and dependencies across tracks
- Support business case refinements and budget evaluations
This assignment is located in Utrecht and runs from 1 December 2025 until 30 June 2026, however this could turn into a multi-year project. 32 hours per week is desired, 36-40 is negotiable.
Please note that we are unable to contract ZZP professionals for this role. Employment will be through Independent Flex on a flexible contract, with a gross monthly salary ranging from €9000 to €11,000 (based on 40 hours per week). Applicants must be based in the Netherlands and fully eligible to work!

Functie eisen
The ideal candidate combines strong coordination and communication skills with experience in organisational design or operating model transformation. You can move seamlessly between strategic and operational discussions, bring clarity to complex topics, and ensure progress in a multi-stakeholder environment.Requirements:
* 10+ years of proven experience in operating model, organisational design projects or related field
* Strong stakeholder management and facilitation skills
* Experience leading complex, cross-functional projects
* Structured, proactive, and independent working style
* Strong analytical and problem-solving mindset
* Excellent communication skills in English (Dutch is a plus)
